		<description>I am an engineer and scientist in the U.S.  I have developed a technology that reduces the amount of energy required to decompose a given quantity of water by several orders of magnitude such that it is energetically practical to use water derived hydrogen as a fuel replacement for conventional hydrocarbon fuels, e.g. gasoline, diesel, natural gas...   The technology to which I refer has been demonstrated by others in the past.  The current scientific paradigm is woefully incomplete, and in some cases, erroneous and special case.  We would like to license this technology to the governments of Kyoto ratifying nations and/or certain product manufacturers w/in those governments.  This is NOT a joke!</description>
