They can make a profit by performing the work… like a Manhattan project. The government has allocated money to do the work. Why won’t they step up to earn it is a better question.

How does it come that both companies, competitors in the market, are at the beta stage of the same project which is not directly part of their core business? I guess there is something more here… any guess?
